Stone County CARES Act Funding

Stone County Commission has contracted with Table Rock Lake Chamber of Commerce to facilitate distribution of $3.7 million received by the county through the Coronavirus Aid, Relief and Economic Security Act (CARES Act).

Phase 1: Taxing Entities

The Stone County Commission has authorized Phase I of the distribution of funds from the CARES Act to be reserved for nursing home/assisted living facilities; and for taxing entities meeting the following criteria:

  • Tax district is entirely located within the county’s physical borders;
  • OR, the tax district’s headquarters is located within the county’s physical borders.

This includes cities, villages, health department, fire departments, library and schools, among others.

Phase I will reopen October 15 and the deadline for applications is November 2.

Phase II: Non-Profit Organizations

The Stone County Commission has authorized Phase II of the distribution of funds from the CARES Act to be reserved for non-profit entities that meet the following criteria:

  • Must be a 501(c)(3) organization as designated by the IRS
  • Organization’s headquarters is located in Stone County, or organization has a physical office location in Stone County

In addition to receipts for expenditures, you will need to furnish a copy of the organization’s budget most recently approved as of March 27, 2020; articles of incorporation, by-laws and a certificate of good standing from the Missouri Secretary of State’s office.

The Commission has set a minimum $250 grant award for Phase II. If you do not have $250 in eligible expenses you will not receive funds.

Phase II application cycle is August 10-31, 2020. Applications must be submitted prior to August 31, 2020 to be considered.

Phase III: Businesses Located in Stone County

The Stone County Commission has authorized Phase III of the distribution of funds from the CARES Act to be reserved for businesses that meet the following criteria:

  • Must be located within Stone County
  • Corporately-owned chains are excluded
  • Franchisees are eligible but only for a location in Stone County

In addition to receipts for expenditures, you will need to furnish a copy of a 2020 city or county business license, a copy of a 2019 paid business property tax receipt (or 2019 business personal property tax receipt if you don’t own your business location). No payroll will be reimbursed. Receipts must accompany the application to be considered.

Eligible expenses are items purchased to keep the public and/or employees safe, such as: PPE (masks, gloves), hand sanitizer, special cleaning supplies, and modifications like installation of plexiglass.

Phase III application cycle is September 14-30, 2020. Applications must be submitted prior to September 30, 2020 to be considered.

 PLEASE NOTE:

Phase I, II, and III will only allow reimbursements for expenses already incurred due to COVID-19. The CARES Act provides that payments from the fund may only be used to cover costs that:

  1. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19)
  2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act)
  3. Were incurred during the period that begins on March 2, 2020
  4. Non-eligible expenses include: payroll or benefits expense for employees whose work duties are not substantially dedicated to mitigating or responding to the COVID-19 public health emergency; and expenses that have been or will be reimbursed under any federal or state program.

We encourage you to fully read the guidance and FAQs and submit your application for any reimbursements meeting those criteria. Please be as specific and detailed as possible in your application or on receipts about how your request meets the guidelines and is related to COVID-19. Requests for reimbursement that do not provide sufficient documentation will be denied. Partial reimbursements may be given.

  3. Make sure to provide as much detail as possible as to how your request meets the established guidelines. If the Commission determines that a specific request does not meet the criteria for reimbursement, a partial reimbursement could be approved.
  4. Print and complete application, including having the document notarized (see page 13).
  5. Mail, email, fax or deliver the application to the Table Rock Lake Chamber of Commerce.

After Application Submission:

  1. You will receive a notice that your application has been received.
  2. Your application will be reviewed for all required documents and signatures are completed.  You will be contacted if further information is needed.
  3. A panel of community members will review applications and make recommendations to the Stone County Commission. The Commission has the final authority to approve any reimbursements.
  4. You will be notified of funding
  5. Payments will be processed and sent by the Stone County Treasurer.
  6. Please allow 14 days for processing following final approval by the Commission.
